In 2019, Duluth got its first medical marijuana dispensary. Shortly afterward, another state-licensed dispensary brand was introduced, making Duluth more marijuana-friendly for locals.

Over the years, additional measures have been taken to ensure patients can easily access medical marijuana to control their symptoms.

While the possession of recreational marijuana is still illegal in Duluth, patients can easily obtain certification for the possession of medical marijuana.

The registration process is simple, straightforward, and convenient—if you know who to go to.

How Should I Get Started?

Ensuring qualification for the registration process is essential. You can sign up for the process if you have one (or more) of the following qualifying conditions, as outlined by the Minnesota Department of Health:

  • Cancer with severe pain, cancer-related chronic pain, extreme vomiting, cachexia, nausea, or severe wasting
  • Tourette syndrome
  • Autism, if the DSM-V criteria for autism are met
  • Glaucoma
  • Intractable pain
  • Obstructive sleep apnea
  • PTSD
  • Terminal illness if the patient has a life expectancy of less than one year and the illness results in severe and chronic pain, nausea or severe vomiting, or cachexia or severe wasting
  • Inflammatory bowel disease
  • Seizures
  • Extreme and frequent muscle spasms
  • ALS
  • HIV/AIDS
  • Alzheimer’s disease
  • Chronic pain(effective Aug. 2020)
  • Age-related macular degeneration (effective Aug. 2020)
  • Sickle cell disease

Sign up online and fill out a short questionnaire. You’ll be requested to share some basic information, your medical history, and additional details regarding your condition. This information will help us determine your eligibility and proceed with the video call.

Following the video call, you’ll receive a printed, signed, and embossed recommendation letter. Submit it to the OMC to proceed with the process. You’ll receive an email with the registration link that will help you get enrolled.

It takes up to 30 days for patients to receive approval. Once you receive approval, you can visit a Cannabis Patient Center (CBC), where a pharmacist will examine your account and provide the recommended type and dosage.

Please bear in mind that we currently only provide our telemedicine and virtual visit services to existing patients who require renewal of their medical marijuana certificate.

On May 30, Gov. Tim Walz signed the bill that legalizes adult-use cannabis in Minnesota (for more details, visit the Minnesota Office of Cannabis Management). The legislation includes good news for Minnesota Medical Cannabis Program patients:
  • Effective July 1, 2023, the annual enrollment fee will be eliminated.
  • Effective Aug. 1, 2023, a patient’s initial certification visit with a health care practitioner can be conducted via telemedicine.
  • Effective March 1, 2025, patients will be required to get recertified for their qualifying medical condition every three years, instead of every year.
  • Effective March 1, 2025, the age for registered caregivers to purchase cannabis flower will be 18, rather than 21.

While the tax on adult-use cannabis product sales will be 10% (in addition to state and local sales taxes), medical cannabis products will continue to be tax-free.

The Medical Cannabis Program will establish an alternative certification procedure for veterans who receive care from the U.S. Department of Veterans Affairs to confirm that the veteran has been diagnosed with a qualifying medical condition. The new application procedure will be effective Jan. 1, 2024. We will share more about this procedure at a later date.
